Webif you do all quests, you should be 28. you need to grind for 2 levels to enter claptastic voyage, since it starts at 30. I was under leveled for the final boss (at 26) and it was very difficult. I'd recommend at least 28. I was 26 my first time with Nisha and I found the boss to take a long time, but wasn't that hard.
